Cheers to Wilkes-Barre Mayor Tom Leighton for being the latest, and last, recipient of the Greater Wilkes-Barre Chamber of Commerce's "I Believe" Award for his efforts toward revitalizing the city. The award is named for the slogan Leighton created to counter negative impressions of the city.
