Luzerne County Councilman Tim McGinley became the new chairman Thursday of the bicounty board that oversees the Wilkes-Barre/Scranton International Airport. The board voted 5-0 to have Mr. McGinley replace Lackawanna County Commissioner Patrick O'Malley, the chairman for the last year.
