Already jailed on child sex charges, Luis Ortiz was charged Wednesday on accusations he sexually abused three more young girls. One of the girls told police he raped her around Christmas in 2013, but she didn't get the courage to tell any adults until she saw him in the news in November, after his arrest for sexually assaulting a 6-year-old girl in Edwardsville, arrest papers say.
