The Dallas Township zoning hearing board has denied the use of a former outpatient medical center as an inpatient drug and alcohol treatment facility. "We were shocked and surprised that the board ruled against us," said Mark McNeilis, attorney for Kingston-based David Rowland Interests Inc. The developer intended to turn the 35,000-square-foot former Wilkes-Barre General Hospital Back Mountain Campus at 100 Upper Demunds Road, directly behind the Dallas Township municipal building, into a private drug and alcohol rehabilitation facility.
